Elizabeth “Libba” Pendleton Senior Vice President and Senior Trust Officer

Libba joined Bank of Clarke County in 1998, bringing with her over 25 years of banking experience. She currently manages $120 million in assets, administers trusts, estates, agency and employee benefit accounts, coordinates with investment advisors, and develops new trust business.

Prior to her joining Bank of Clarke County, Libba worked for First Union Bank of Winchester and Crestar Bank of Winchester in the Trust Department, where she developed new business through bank employee training and referrals, consumer seminars, and professional contacts. She has also worked as Employee Benefits Manager at Signet Trust Company and First National Bank of Maryland.

Libba received her Bachelor of Science Degree from University of North Carolina, Master’s Degree from Johns Hopkins University, and JD from University of Maryland School of Law. She is a board member for the Fremont Street Nursery and the Winchester Rotary Club.

Libba and her husband Edward reside in Winchester. They have been married for 27 years and have two grown children.

Debbie Buckner Vice President and Trust Administrative Officer

Debbie joined Bank of Clarke County in 1983 and has been in the Trust department for 20 years. She is responsible for providing administration of trust accounts with duties including estate planning, financial planning, custodial support, and general bank services. She is a Certified Trust Operations Specialist and graduated from the Cannon Financial Institute for Trust Operations and has received her CSOP (Certified Securities Operations Profession) from the Institute of Certified Bankers.

Debbie and her husband Roger reside in Clarke County and have been married for 29 years. They have a 17 year old daughter Rachel.

Gloria Goode Assistant Vice President, Eagle Investment Group Investment Consultant, UVEST Financial Services

Gloria has worked for Eagle Investment Group, which she helped establish as Eagle Investment Services, in 1997. Prior to joining Eagle Investment Group, Gloria was a Trust Administrator for Shenandoah Valley National Bank for 7 years where she provided an array of client services, including estate planning, financial planning, and account administration. Prior to this, she worked in retail banking at First Union Bank and First American Bank.

Gloria is a graduate of Shenandoah University with a B.S. in Business Administration, attended the Cannon Trust School and holds a Series 6 & 63 registration through UVEST Financial Services. She also holds her Life, Health, and Annuity Insurance License.

Originally from Maryland, Gloria has been a resident of Frederick County for over 40 years. She currently resides in Winchester with her husband and two children.

Janice Louden Kuhn Assistant Vice President and Investment Consultant

Janice joined Eagle Investment Group in 2005 as an Investment Consultant, bringing with her 10 years of Investment Services experience. Prior to joining Eagle Investment Group, Janice was a financial representative for MetLife, specializing in the setup of retirement plans in the non-profit field including schools, hospitals, and religious organizations. Prior to this, she was a retirement planning specialist for Morgan Stanley for 5 years.

Janice attended Broward Community College, Western Carolina University, & the Cannon School of Business. She holds a Series 7, 63 & 66 registration through UVEST Financial Services and is working towards a Certification in Financial Planning. Janice also holds her Life, Health, & Annuity Insurance License.

Originally from Florida, Janice has called Northern Virginia her home for the past 7 years. She currently resides in Winchester with her husband and three children.

Tammy Cunningham Investment Consultant

Tammy has been with Eagle Investment Group since 1998. Prior to joining Eagle Investment Group, Tammy spent 16 years in retail banking.

She is a graduate of the Virginia Banker's Association School of Bank Management. She holds a Series 6 & 63 registration through UVEST Financial Services and a Life, Health, and Annuity Insurance License.

Tammy has been a resident of Frederick County, Virginia for over 40 years, where she resides with her husband and two children.
